Create an equip or point record by hand (operator)
Baler#24. The key is topic-shaped (fbf/hospital-a/ahu-9) and must sit under one of the caller's sites' topic prefixes, so site scope applies to it like any ingested record. A point needs its equip (linked with brick:isPointOf/hasPoint); an equip may name a parent location or equip it's part of (brick:hasPart). Logged in record_edits.

Hand-edit an equip/point record (operator)
Display name, Brick class, tags (Baler#19). A set tag replaces its old value, unit and timezone. Structural tags (id, equipRef, siteRef, curVal, his...) aren't editable. Logged in record_edits. A record outside the caller's site scope reads as missing (404).
